All U.S. military personnel on official or leisure travel; Department of Defense civilians, contractors, subcontractors, volunteers on official travel; and U.S. interagency personnel traveling in support of U.S.  European Command missions must adhere to the medical theater entry requirements outlined in European Command Instruction ECI 4202.01 This instruction applies for travel of any duration. 

Per ECI 4202.01 Dated 3 July 2019, the USEUCOM Commander delegates responsibility to Service Component Commanders to determine unit medical readiness and fitness requirements for military and civilian personnel participating in USEUCOM missions and operations. **This ECI is currently under re-write, however still expresses delegation of responsibility.

FAQs:

 • There are special occasions when the EUCOM SG will need to approve the waiver. Each situation is different and up to the SG’s discretion.

• There are companies that have contracted employees that deploy into the EUCOM AOR. Please consult with component that they will be supporting. USAREUR will not review/ approve contractor waivers. It is up to the company to determine if the person is fit for deployment. Please note that they will need to use the host nation medical facilities and it is on the person to ensure they are able to get the medical treatment or medication needed during deployment.

• NSA waivers will be processed by USEUCOM SG.

• SOCEUR SG is the secondary waiver authorizing authority when the USEUCOM SG is not available.

• USEUCOM Medical Waiver Request form must be used for NSA requests.
