USEUCOM bolsters cyber defense by forging partnerships at NATO Cyber Coalition Exercise

TALLINN, Estonia (Dec 4, 2025) – U.S. European Command enhanced its ability to protect computer networks with its recent participation in NATO’s Cyber Coalition 2025 exercise.

 Based in Tallinn, Estonia, and executed on a simulated global network, Cyber Coalition ran from Nov. 28 to Dec. 4. The concept allowed participating teams from NATO countries, [DB1] partner nations, industry, and academia to safely test possible solutions for a growing list of potential cyber threats.   

The exercise, running annually since 2008, is based on challenging, realistic scenarios that help prepare cyber defenders for real-life challenges – including attacks on critical national infrastructure, disruption of Allied assets, or cyberattacks on space-based systems and supporting infrastructure.

 “Cyber Coalition is a unique opportunity for our Airmen to gain firsthand exposure to how NATO conducts cyber operations,” said Candace Sanchez, 16th Air Force lead exercise planner. “It is one of the few—if not the only—events where we train simultaneously at the tactical, operational, and strategic levels. It allows us to share tactics, techniques, and procedures; strengthen and mature key partnerships; build and maintain trust; and ensure we are fully prepared to operationalize together.”

 With a global training audience of more than 1,300 participants hailing from more than 32 nations, the scope of the exercise demonstrated the depth of cyber cooperation among Allies [DB2] and partners seeking to maintain their vigilance and cyber advantage – which isn’t built overnight.

 “Cyber Coalition is a combination of a year-long process where nations come together to collaborate, communicate, and share how they would execute, deter, and defend against an adversary,” said U.S. Navy Cmdr. Brian Caplan, exercise director NATO Allied Command Transformation. "There is no boundary in cyber — it’s worldwide. The better you can share and collaborate, the stronger and more resilient our collective defenses become.”
