Patch Barracks, Stuttgart, Germany - Marine Maj. Gen. William D. Catto retired from 35 years of military service in a ceremony here July 9.  Catto took over as the U.S. European Command Chief of Staff on July 4, 2006.  As the chief of staff, he oversaw the day to day operations of the command staff.  Army Gen.
