Welcome to Headquarters, U.S. European Command
Your first month will be busy as you complete the Check-In, In-Processing, and Orientation programs, and become familiar with the local area. This checklist will guide you through these three programs: please read it carefully.
Before You Arrive
- Learn about the Command, Stuttgart, and life in Germany. Visit these links
- Your sponsor can help you arrange temporary lodging, a mailbox, and in-processing appointments
- Register in the Joint Knowledge Online Learning Management System (JKO LMS), which is used to register for all the Newcomers' Orientation Program courses and other Joint Training Courses:
- If you already have an Army Knowledge Online (AKO), Defense Knowledge Online (DKO), or Joint Knowledge Online (JKO) account, sign into the JKO LMS under "Take Courses" button. Identify your organization as "USEUCOM" then your directorate. USEUCOM Courses are found under the "COCOM" tab, under then under the "EUC" tab.
- If you don't have an AKO/DKO/JKO account, request a JKO account at http://jko.jfcom.mil and then register as above.
Upon Arrival (Check-In)
- All personnel are required to report to the Headquarters USEUCOM (HQ USEUCOM) Commandant's Reception Center: active duty, reserve, individual augmentees, civil service, and contractors. The Commandant's Reception Center will log your "Arrival" and provide the HQ USEUCOM Checklist for the In-processing and Newcomers' Orientation Programs.
- The Commandant's Office is located in Patch Barracks, Building (BLDG) 2308, Room 107. The office is open Monday through Friday (0800-1700). Go on Monday if you arrive on a weekend. The office is closed on U.S. National Holidays.
- Be prepared to show proof of a current training certificate for: Anti-Terrorism/Force Protection (AT/FP), Combating Trafficking in Persons (CTIP), and for military, Survival, Evasion, Resistance, and Escape (SERE)/Code of Conduct. For civilians and contractors, go to http://jko.jfcom.mil to take the CTIP course J3TA-US030 and to https://atlevel1.dtic.mil for AT/FP training.
- Reservists working weekend drills only should have their supervisory office provide a copy of their orders to the HQ Commandants office. Reserve personnel on orders less than 45 days will receive an abbreviated Headquarters In-Processing checklist.
- All personnel are required to register their Common Access Cards (CAC) at the Installation Access Control System (IACS) Office, located on Panzer Kaserne, BLDG 2915, room 126
The First 30 Days: In-Processing & Orientation
In-Processing
In-Processing takes place under the guidance of four offices:
Headquarters Commandants Office (Patch Barracks, BLDG 2308, room 107).
The Commandant is your "first-level" Commander here at HQ USEUCOM providing unit administration, training, and logistical support. The Commandant's office is responsible for officially processing your arrival and will provide you with a HQ USEUCOM In-Processing Checklist, a Ration Card for alcohol, tobacco, and coffee, and authorize you the issuance of a Security Badge. At the end of your tour, you will also out-process at this office
U.S. Army Garrison-Stuttgart (USAG-S) (Panzer Kaserne, BLDG 2913, 1st floor).
The USAG-S is responsible for providing post (base) support services in the Stuttgart joint military community. In addition to a one-day Orientation Class, USAG-S provides a "German Headstart" class for local area familiarization. Visit the "U.S. Army Garrison" website for the USAG-S In-Processing and Headstart schedules and for answers to frequently asked questions about: the Central Processing Facility, Family Services, Schools, Housing, Lodging, Relocation Information, Pet Information, Weather, and many other topics.
Service, Civilian, or Contracting Human Resources Office.
Military personnel will in-process with their Service element (Army-Patch Barracks BLDG 2308 room 106; Navy-Patch Barracks BLDG 2308 room 402; Air Force-Patch Barracks BLDG 2308 room 104; and Marines-Panzer Kaserne BLDG 2901). Civilians will in-process with the Civilian Personnel Advisory Center (CPAC), Panzer Kaserne BLDG 2948 room 104. Contractors will in-process with their contract company lead.
Directorate or Special Staff Office.
The Directorate or Special Staff Office where you are assigned may have additional in-processing activities, including office calls, requesting computer accounts, and other requirements.
Orientation
By local direction (EUCOM INSTRUCTION 1200.01 and 3501.01), you will complete the Newcomers' Orientation Program by the end of your first month at the command. The registration site for all Orientation Program courses is the JKO LMS:
http://jko.jfcom.mil . Make sure your LMS profile is correct: Organization (HQ USEUCOM) and sub-organization (your directorate).
- All personnel (military, civil service, and contractors) are required to attend the HQ USEUCOM Newcomers' Orientation Course.
- Depending upon your billet, additional orientation classes are required:

- Knowledge Management Course
- Foreign Disclosure Office Course
- Defense Travel Service Traveler's Training
