Thanks to the U.S. Army Europe’s (EUCOM) Humanitarian Assistance Program overseen by the U.S. Office of Defense Cooperation (ODC), Tulcea County now boasts a new school, orphanage and medical clinic. All three sites were built or renovated by local Romanian companies with funding from U.S. Army Europe and contracted by U.S. Naval Facilities.

The three projects, totaling $449,000, involve the construction of a new kindergarten in Ceamurlia De Jos, renovation of a medical clinic in Maliuc and renovation of an orphanage for mentally and physically handicapped children in Tulcea.

Ribbon-cutting ceremonies took place May 11 and 12 and were attended by Vice President of the County Council Nicolae Chichi, General Director of Social Assistance and Child Protection Mrs. Dumitra Badulescu, local mayors and other local authorities, U.S. Embassy Consul James Gray, Office of Defense Cooperation Lieutenant Colonel Shannon Hancock, EUCOM Colonel Bob Stanley, EUCOM Lieutenant Colonel Amy McCall and NAVFAC Lieutenant Commander Roberto Alvarado.

Details of the three projects are below:

Ceamurlia De Jos Kindergarten, Ceamurlia de Jos, Tulcea County
 

  • Built as a new construction, a 280-square meter kindergarten for 25 children. Project cost $250,000.
  • Funding provided by EUCOM, contracted through NAVFAC to local contractor Ricostar.

Maliuc Medical Clinic, Maliuc, Tulcea County
 

  • Renovations (roof, heating and air conditioning, rewiring the clinic, new windows and doors, interior and exterior painting) to the existing clinic that provides medical services to 2,500 ethnic and religious minorities.
  • Project cost $48,000.
  • Funding provided by EUCOM, contracted through NAVFAC to local contractor Ricostar.

Cristian Center Orphanage, Tulcea, Tulcea County
 

  • Renovations (new windows and doors, new radiators and air conditioning units, an elevator, newly painted walls and new carpet) to an orphanage that houses 65 to 70 mentally or physically handicapped children, from infants to 17 years of age.
  • Project cost $150,000.
  • Funding provided by EUCOM, contracted through NAVFAC to local contractor Fil Construct.
